Hotspot Control is a tiny app that allows or disables Portable Hotspot performance of Android. Usually you would just do this in Android settings, however on some devices this option is hidden, or solely works in case you have a SIM inserted.
Hotspot Control does away with those requirements, assuming that the hotspot functionality itself is actually nonetheless present and operational on the system. Rooting is *usually* not required.

On some gadgets that don't have a cellular data connection functionality (like the Nexus 10) the hotspot will not give out IP addresses - the app will auto-detect this example and repair it, but root is required for that possibility. Note that without root on these units, the connected gadgets can still communicate if you configure their IP addresses manually, but that's something for the advanced person.
I personally need this to create a personal network (even and not using a SIM, and thus with out an actual *internet* connection) within the subject between a variety of my gadgets. Some genius at Samsung decided that my Note II shouldn't create an access level if no SIM is current - I beg to vary! Maybe someone else has use for this as well.
